Quick answer
We install and repair gutters throughout Pottawattamie County, Iowa, including Council Bluffs, Carter Lake, Crescent, Treynor, Underwood, Neola, Avoca and Oakland, plus acreages in the Loess Hills. Our own crews cross the river from the Omaha office to form seamless runs on site, fix leaks and sags and route downspouts on steep or low ground. Call us any hour.
Pottawattamie County, named for the Potawatomi people, is the second largest county in Iowa by area, and Council Bluffs is its seat. The county counted 93,667 residents in 2020, most of them in and around Council Bluffs, with the rest spread among small towns and farm ground stretching east.
Council Bluffs went by Kanesville until about 1853 and takes its name from a bluff where Lewis and Clark met Otoe leaders in 1804. Its older neighborhoods sit at the foot of the hills, and the Bob Kerrey Pedestrian Bridge, open since 2008, connects its riverfront with Omaha's. For us the river is no barrier; our crews cross it every week.
Bluff-side houses, river-bottom streets and hill acreages
Council Bluffs has a large stock of older two-story and story-and-a-half homes, many built into the slope at the base of the bluffs. A house set into a hill gets water from two directions: off its own roof and down the hillside behind it. Gutters there have to be sized and pitched well, and downspouts on the uphill side need a clear path around the house instead of pooling against the back wall.
Down in the flat river bottoms, including Carter Lake, which sits on the Nebraska side of the river but belongs to Iowa, the issue flips. Ground this flat drains slowly, so downspout extensions and buried lines matter more than gutter size. Out east around Treynor, Underwood and Neola, newer acreage homes with long eaves often share the lot with a steel shop or barn.
Loess hills, hail and runoff
The county lies within the Loess Hills, built from fine wind-blown silt that in places runs more than 90 feet deep. Loess stands up well when dry and erodes fast under running water. A downspout aimed down a slope can carve a gully in a single wet spring, so on hill lots we carry water past the steep section rather than letting it free-fall at the corner.
Storms cross the river with no regard for state lines. The April 26, 2024 storms brought golf ball sized hail to Carter Lake, and on April 24, 2025, Council Bluffs saw golf ball hail again. That kind of hail dents the lip of aluminum gutters, splits miters and crushes downspout faces, especially on the west-facing sides of homes.

Council Bluffs and Carter Lake took golf ball hail in 2024 and 2025. We document dents and crushed downspouts with photos, then replace damaged runs.

Long eaves on Loess Hills acreage homes and steep older Council Bluffs roofs both benefit from one-piece runs with no seams to work loose.

Older houses set into the bluffs settle over time, leaving gutters that hold water. Re-hanging to a string line restores steady fall to the outlets.

Acreages near Treynor, Underwood and Neola often include steel-roofed shops. Wide gutters and oversized downspouts handle their fast runoff and snow slides.

From the river to the hills
Council Bluffs spreads along the base of the bluffs on the county's west side, facing Omaha across the Missouri River, with Carter Lake tucked against the Nebraska shore and Crescent to the north. Underwood and Neola lie to the northeast along Interstate 80, Treynor to the southeast, and Avoca and Oakland farther east. We also cover Glenwood to the south and Missouri Valley to the north, both also in the Loess Hills.

FAQ
Gutter questions from Pottawattamie County
Do you cross the river to install gutters in Council Bluffs and the rest of Pottawattamie County?
Yes. Our Omaha office is a short drive from the river crossings, and Pottawattamie County is part of our regular service area, including Council Bluffs, Carter Lake, Crescent, Treynor, Underwood, Neola and the towns farther east. Same crews, same coil machine and same 24/7 phone line as on the Nebraska side.
How do you handle downspouts on a hillside lot in the Iowa Loess Hills?
We look at where the water will go before we hang a single downspout. On steep lots we usually run water through buried solid PVC to a daylight outlet well downhill, with a cleanout near the house. Splash blocks on loess slopes wash out quickly. Uphill downspouts on houses set into the bluff get routed around the house so they do not pool against the back wall.
Is Carter Lake treated as an Iowa or Nebraska job?
Carter Lake is a city in Iowa, part of Pottawattamie County, even though it sits on the Nebraska side of the Missouri River next to Omaha. For gutter work that makes no difference to us. What matters there is the flat, low ground, so we focus on extensions and discharge points that keep water away from foundations.
What should I check on my Council Bluffs gutters after the 2025 hail?
Walk around the house and look along the top lip for rows of small dents, check downspouts for flattened faces near the top and look at corner miters for fresh drips. West-facing sides usually take the worst of it. If you want a record before talking to your insurer, our gutter inspection includes photos and measurements of each damaged run.
